E-Portal: "Portal Administrator" Role Is Hardcoded In Setup Activity Guide (Doc ID 2048598.1)

Symptoms

In order to manage activity guide templates, a user needs to have access to the ‘Portal Administrator’ role. It is not acceptable to give the ‘Portal Administrator’ role to anyone other than technical staff.
