RemoteCall COBOL For BenAdmin On Demand Hangs after Upgrading to PT 8.54.09 if USERID is longer than 2 Characters (Doc ID 2051179.1)

After upgrading PeopleTools to PT 8.54.09 two processes that utilize RemoteCall COBOL: BenAdmin On Demand and Online Check are hanging

and eventually throw the error:
