TL9.2: TL_ST_LOADER Is Erroring Out AT (Doc ID 2052129.1)

On : 9.2 version, TL Integrations

TL9.2- TL_ST_LOADER is erroring out

We just upgraded from 9.1 to 9.2 and we are hitting errors and processes keep getting blocked while TA is running.

The issue can be reproduced at will with the following steps:
 1. Punches coming from Time clocks(Cesium) and kicks off the TL_STLOADER to load punches, we have one job got failed this morning and rest of them all are failing due to that.

BUSINESS IMPACT
 -----------------------
 The issue has the following business impact:
 Due to this issue, we can not load the punches into PeopleSoft and payroll is getting delayed.
