ETL9.2: After The Time Sheets Are Pushed Back, The Lines Are Stuck In Push Back Satus when OVT is present for the day.

On : 9.2 version, Approvals

After the Time sheets are pushed back, the lines are stuck in Push Back.

After the employee enters time, is the manager pushes it back, the employee modifies the time in and out and hits submit, but the lines do now go for approval. Still stay in Push Back

When employees resubmits the time the PB rows should be sent to manager with NA status.

The issue can be reproduced at will with the following steps:
  1) Enter timesheet (10 hrs time)
  2) it should create OVT
  3) Run TA
  4) Manager Pushed back
  5) EE made changes in the timesheet (OVT changes)
  6) Run TA
  7) Only Changed OVT goes for approval, REG 8 Hrs remains in Pushed back
  status. There is no way for manager or employee to push this time. Since OVT
  is created by rules it is difficult for manager to identify what time to
  push back.

The issue has the following business impact:
Due to this issue, employee are not paid properly.
