EGL 9.2: Cash Flow Statement Does not Pick up Account With Newer Effective Date

On : 9.2 version

ACTUAL BEHAVIOR
---------------
Cash Flow Statement is not using the effective date for newly created Account


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create Account 120015 with Effective Date 01/12/2002
2. Navigate to Main Menu > General Ledger > Cash Flow Statement > Worksheet - Use delivered Worksheet CFS_INDIRECT
4. Set Process options as below :
 - Process for One Unit, Business Unit US001;
 - Ledger LOCAL
 - Time span SetId SHARE, Timespan - YTD
5. Activate the Worksheet
6. Click Process Cash Flow for As of Date 12/31/2002
7. Result: Receivables amount = $925,268.76 USD
8. Post journal entries to Per 12 Yr 2002
  - $150000.00 USD to new account 120015
  - $106000.00 USD to delivered account 120006 (Eff Date 1/1/1900)
9. Create new ChartField Value Set CFS_RECEIVABLES2, Eff Date 1/12/2002, account range 120000 to 120015
10. Create new Element CF_RECEIVABLES2 Eff Date 1/12/2002 using above CFV
11. Link the new Element
12. Process Cash Flow again
13. Result: Receivables amount = $819,268.76 USD
 - Difference is $106000.00 from account 120006
 - Account 120015 was not picked up
