E-PORTAL: Error <o:p> is not recognized - seen on webserver command prompt console after StartPIA.cmd

Customer is running PT 8.54.09 on Weblogic 18.104.22.168.0 on Windows 2008 R2 as a foreground process, and seeing the following displayed on the console window:
line 2 column 248 - Error: <o:p> is not recognized!
line 2 column 604 - Error: <o:p> is not recognized!
line 2 column 833 - Error: <o:p> is not recognized!
line 2 column 1,424 - Error: <o:p> is not recognized
This document has errors that must be fixed before
using HTML Tidy to generate a tidied up version.
This happens throughout the day, and is seen in the command prompt window that was used to launch StartPIA.cmd
The error leads to eventual loss of service from the webserver over the course of several days, the only resolution at that point is a restart, but the errors begin to show relatively quickly thereafter as users login and use the system.
