ETL9.2: Comment CLoud In Timesheet Not Reflecting Input Of Information (Doc ID 2055889.1)

Symptoms

After upgrading from 8.9 to 9.2
The comments that have been brought forward from 8.9 - 9.2 are populated but the comment cloud does not display that there are comments in the cloud and associated to the record.

Replication steps:
1) navigate to the timesheet
2) open the timesheet for the employee whose time and comments are moved from 8.9 to 9.2
3) When you view the timesheet page the comments cloud appears as if they are no comments. When you click on the cloud the comments are there.
