Installing installing Patch UPD920065 18413251: SEVIS 6.21 - NAME STANDARDS, EMAIL/ADDR VALIDATION into DEMO database.  DMS UPD920065_01_DMS  fails with the following error:

1. Apply update 18413251, and run upd920065_01.dms
