Error With Excise & VAT Applicable For Supplier & Using Only One At Transaction (Doc ID 2056488.1)

When both excise duty and VAT are applicable for a supplier and for a particular transaction, only one tax is used system throws error while creating Purchase Orders. But for a similar scenario no error message is thrown while creating vouchers. Only warning messages are shown for vouchers. For Purchase Orders also system is expected to behave in the similar fashion.

Business scenario:
Supplier sells manufactured goods also provides service.
So for the above mentioned supplier, the following taxes can be used:
1) VAT & Excise duty when manufactured goods are purchased
2) Service tax when service is provided by the supplier

Steps to Reproduce the Issue:
1) Create a Purchase Order
2) On PO Schedule Click on the Excise icon
3) Remove the Tax Rate Cd = LST01 under the Tax Applicable Section
4) Click Calculate.. following message is obtained:
5) Can't find Sales Tax Rate code for Trans Type DOM, STX Authority KARLST,
Supplier Tax Catg STD001 and Item Ta (10229,20)
Sales Tax/VAT applicable error.
6) Click Refresh and Click Ok
7) From PO Schedule page click Excise icon following message is obtained
8) State Tax Rate Authority is required. (10229,19)
Sales Tax/VAT applicable error.
9) Page does not open
10) Save the PO
11) Navigate out of component and open the PO again
12) User is able to navigate to Excise Page
13) Clicking on Calculate shows error in Point#8
14) Tax Lines are missing and tax calculation does not seem to happen.
