Error when Log into Self Service using User Profile with a Future Hire: "Function getPrimaryDeptTitle does not return a result." (Doc ID 2056986.1)

When log in into PeopleSoft using user profile on a future hired employee an Error appears when navigating to Main menu > Self service > Personal information


Function getPrimaryDeptTitle does not return a result.

The issue can be reproduced at will with the following steps:
1. Hire an employee with Future hire date
2. Create a user profile using the employee ID of the employee that was hired using future dated hire date
3. Login using the created user profile.
4. Main menu > self service > Personal information
