EAP: Self Service Invoice Attachment Icon Does Not Display The Number Of Attachments (Doc ID 2057229.1)

Symptoms

ISSUE
The self service invoice attachments icon does not display the correct number of attachments after returning to an invoice that was previously "Saved for later". After successfully attaching a document while creating an invoice, the Attachment icon updates to the correct number of attachments but when returning to the invoice after selecting "save for later", the attachment icon on the invoice no longer displays the attachment count.

REPLICATION STEPS
1) Create a self service invoice
2) Attach document
3) Save for later
4) View invoice
5) Saved invoice and still I do not see the attachment number.  However, if I click on ATTACHMENTS button, I see the file attached.
6) Ran voucher build
7) Voucher was created.   The Attachments button shows "1" indicating that there is 1 file attached.
