Symptoms

Issue:
-------
Journal edit does not validate the PC Business Unit, Project ID and Activity ID combination when journals are created via Spreadsheet Journal Import(JRNL1).

Steps To Replicate:
-----------------------

1. Import a journal with the project ID  with blank  PC BU and Activity ID
2. Edit the journal ( Journal edit is not putting the journal in error status ).
3. Post the Journal.

Expected Behavior:
----------------------

Journal Edit should validate Journals with Project costing information as per below criteria:

a) If Project ID or Activity ID is populated, process mandates PC Business Unit (PC Business Unit should be populated ).
b) On the Project Costing > Business Unit Options, if it is set that Project ID, and Activity ID field to be “required” (If PC Business Unit is populated), then same should be validated.
c) If PC Business Unit, Project ID, and Activity ID are populated, then check that the combination is valid.
d) For GL journals, if PC Business Unit, Project ID, and Activity ID are populated, then also check that Analysis Type shouldn't be missing.
