Symptoms

Problem statement:
-------------------------------
When an employee is terminated users in the Personnel Admin role are not getting notified through Workflow email.

Environment:
--------------------
HCM 9.1
PeopleTools 8.50

Steps:
---------
1.  Use Workforce Administration navigation to Perform a Termination
2.  Terminate an employee
3.  No email notification is sent to the members of Personnel Admin

Error:
--------
no error occurs

Expected Behaviour:
---------------------------------
When an employee is terminated users in the Personnel Admin role should be notified through Workflow email.

Actual Behaviour:
----------------------------
When an employee is terminated users in the Personnel Admin role are not getting notified through Workflow email.
