E-IB: Transient "Integration Gateway: No response received from Gateway (158,10829)" with "java.lang.IllegalMonitorStateException" During Intense Publishing Traffic (Doc ID 2060106.1)

Symptoms

On PeopleTools 8.54 some publication contract messages gave transient failures (successful on resumbitting) with the below error shown for that contract in the Service Operations Monitor

Integration Gateway: No response received from Gateway (158,10829)

The same error is shown in the application server log, for example:

PSPUBHND_dflt.... (1) (PublishSubscribe): PublicationContractManager::ProcessError/RetryResponse(): 'Integration Gateway: No response received from Gateway (158,10829)'.
...
PSPUBHND_dflt.... (1) GenMessageBox(0, 0, M): PublishSubscribe: PublicationContractManager::ProcessError/RetryResponse(): 'Integration Gateway: No response received from Gateway (158,10829)'

And the gateway log shows at the same time the below error:

java.lang.IllegalMonitorStateException
at java.util.concurrent.locks.ReentrantLock$Sync.tryRelease(ReentrantLock.java:155)
at java.util.concurrent.locks.AbstractQueuedSynchronizer.release(AbstractQueuedSynchronizer.java:1260)
at java.util.concurrent.locks.ReentrantLock.unlock(ReentrantLock.java:460)
at com.peoplesoft.pt.management.runtime.pia.JoltServiceStatistics.getInstance(JoltServiceStatistics.java:65)
at psft.pt8.net.NetService.requestService(NetService.java:189)
at psft.pt8.net.NetReqRepSvc.requestService(NetReqRepSvc.java:352)
at com.peoplesoft.pt.integrationgateway.framework.IntegrationServiceClient.sendRequestToServer(IntegrationServiceClient.java:126)
