EAP: Supplier Search Based On Supplier Short Name Filter Returns irrelevant Data (Doc ID 2060443.1)

Symptoms

Supplier Search based on Supplier short name Filter returns Extra rows, rows that do not satisfy the Filter Criteria

STEPS:
1. Login in French Environment and Create a Supplier, with short name ='TEST'
2. Login in English Environment and Create another Supplier with short name ='TEST1'
3. VENDOR_LANG table has 1 row for the Supplier entered in French Language environment
    VENDOR table has 2 rows, one for each Supplier created above
4. Login in French Environment and navigate to Suppliers > Supplier Information > Add/Update > Supplier and search with Supplier Short Name criteria as '1099'

Search result has Supplier with short name 'TEST' also available
