$1 Pell grant is not awarded when a student's Pell LEU is very close to 600% (Doc ID 2060633.1)

Symptoms

In Campus Solutions 9, when a student's Pell LEU is very close to 600%, the correct Pell grant is not awarded when the eligible amount is $1.  If the student's Pell LEU is 599.9826 or less, it should award $1. (.000174 * $5775 = 1.00). If the student's LEU is 599.9653, which results in a Pell grant of $2.00, the student is awarded the $2 correctly.

Steps:

1. Select a student who has a Pell LEU close to 600% that would result in a $1 Pell Grant, such as 599.9826
2. Execute a Packaging Plan that includes Pell or add a Pell Item type and allow validation to calculate award amount

Although a fairly rare occurrence, the packaging engine should award the proper amount of a $1 Pell grant
