ACTUAL BEHAVIOR
---------------
Recurring Bills not using effective dated row Distribution Code on the Charge Code
When running Recurring Bills with Charge Codes the Effective Date Row description and amount are being used, but if the Charge code has a distribution code change it is not reflected in the recurring bills that are created.

EXPECTED BEHAVIOR

Distribution Code change should also be subject to effective date in the recurring bills created

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set Bill to use effective dated for pricing for recurring bill
2. Create recurring Bill
3. Insert a new row with an effective date of 4/1/2015 for charge code
4. Create new Recurring Invoices after the 4/1/2015 effective date of the Charge Code

BUSINESS IMPACT

Due to this issue, new bills still using old distribution code from the template bill.
