Class Missing from SAD_PDL_PROCESS:TRANSACTION:DefaultConstituent error when opening Constituent via Constituent Staging (Doc ID 2061314.1)

Symptoms

After running File Parser (SAT Load), navigate to Student Recruiting > Prospect/Admissions Data Mgmt > Constituent Staging and select one of the records loaded from search list, get following error:

Class SAD_PDL_PROCESS:TRANSACTION:DefaultConstituent was not found. (180,74) SCC_SL_TRANSACTION.TransactionManager.OnExecute Name:TransactionManager PCPC:575 Statement:9
Called from:SCC_SL_TRANSACTION.UTIL.StageReviewBase.OnExecute Name:StageReviewBase Statement:16
Called from:SCC_SL_TRANSACTION.COMPONENTS.SCC_CONST_STG.OnExecute Name:SCC_CONST_STG Statement:2
Called from:SCC_CONST_STG.GBL.PreBuild Statement:2

The given class could not be found in the database, or had problems when we tried to load it.

Steps to Reproduce

1. Run File Parser for SAT Load
2. Navigate to Student Recruiting > Prospect/Admissions Data Mgmt > Constituent Staging
3. Open one of the constituent just loaded -  error is displayed
