When Deleting a Resume Attachment and Upload Another One, it is Not Uploaded. (Doc ID 2061594.1)

Symptoms

Resume needs to be attached twice.

STEPS

The issue can be reproduced at will with the following steps:
1. Go to the "Edit Application Details" page of an employee
2. Delete the existing Resume Attachment
3. Click Save
4. Upload a new Resume Attachment
5. Click Save
6. Click Return
7. The Resume has not been attached.
8. Complete steps 1 and 4-6 again and the attachment is there.
