Requisition Line Attachment does Not Display which is added After Save For Later

When the user creates an eProcurement Requisition, Line comments or attachments are not displaying
Steps to Reproduce the Issue
1.Create Requisition: Navigation:Main Menu-> eProcurement -> Requisition.
2.Do not add any comments & Attachments.
3. Select the SAVE FOR LATER.
4. Now add the comments & Attachments.
5. Save & submit the requisition
6. Approver is not able to see the comments & Attachments.
Actual Result: Line attachment is not available on the Req
Expected Result:Line attachment should be available which has been added after Save for later.
