E-PTF: Running PTF test case on a different language produces error - Instance_not_found (Doc ID 2062886.1)

On : 8.53 version, PeopleTools Test Framework (PTF)

Running a recorded test case fails. For example, a report such as AEMINITEST or DDDAUDIT fails due to incorrect process instance number fetched or searched by PTF. In one test, the correct process instance is 3035, but PTF only searches the number of last two Digits - namely 35 so the process is not found and the test fails.

instance_not_found (final status) <> Success (expected status)

The issue can be reproduced at will with the following steps:
1. Run a report while using PTF

The issue has the following business impact:
Due to this issue, users cannot continue using PTF and test running a report
