EPY: Receive Error #000504 when Running PSPPFUND

Symptoms
When attempting to run PSPPFUND, the following error occurs.
000504 - There is no matching GL Business Unit or Accounting Period data for the given company, paygroup, and pay-end-dt.
The issue can be reproduced with the following steps:
1. Create your Department Budget Table for Fiscal Year 2016 (09/01/2015 to 08/31/2016)
2. Did not have a Detail Calendar for 2016
3. Confirm a payroll for pay period end date of 09/05/2015
4. Run PSPPFUND
