E-FLUID: Fluid Homepage is not Displaying on Mobile Device, Works Fine on Desktop (Shows Double Header on Mobile) (Doc ID 2064901.1)

Symptoms

ISSUE STATEMENT
---------------
When users are trying to access a Fluid page on a mobile device, it is only going to the Classic page. Trying to navigate to the Fluid page results in double header on the Classic page, and does not take the user to the Fluid page. Navigating on the desktop to the Fluid page works just fine. This issue happens for some users and not others.
 
ENVIRONMENT
---------------
PeopleTools 8.54.10
Issue happens on all these mobile platforms:
Mobile Chrome on Android 5.1.1
Safari on iOS8
Web Browser on Blackberry 10

STEPS
---------------
The issue can be reproduced with the following steps:
1. Log into PeopleSoft on the mobile device
2. Notice that even though the default is to go to Fluid mode, it logs into Classic mode
3. Try to navigate to the Fluid page
4. Notice double header, and Classic mode is displayed
 
IMPACT
---------------
Users cannot use Fluid interface in any mobile device.
