Unable to Complete Manage Hires Process Due to "National ID" Required-Error During "Add Person" Step (Doc ID 2065100.1)

Symptoms

9.2 issue with mandatory field behavior on Manage Hire page compare to Add a Person page.
The national ID type field is mandatory on Manage hires page and it does through error when the country is used as AUS. Whereas when you Add a Person with default country as AUS the National ID type field left empty allows you to save the page with no errors.
The Manage hire page should allow the page to be saved for AUS hires when the National ID type field is empty.

REPLICATION STEPS

1. Login as AUS employee, go to add a person page
2. The default country should be AUS now try to add a person without selecting the National ID type.
3. The page gets saved with no errors.
4. As a recruiter, when you try to Manage hires where country is AUS the National ID type is manadatory and if you leave the field blank the system throws error message while saving the page.
