Symptoms
On : 8.54.14 version, Change Assistant on "windows 2012 R2"
When applying patch 906933, while defining the database, change assistant fails with the following error:

'Failed to query Target Details from Database'
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Define a database in Change Assistant
Alternately, an application engine program could not run, and gave off the following error message in the case of doing an upgrade:
'Failed to query Target Details from AE, need input them manually'
