Date validation not optimal on I-20 and DS-2019 page

I-20 form (component I20_FORM) includes From and To dates, with validation that misbehaves when users edit existing records or add new rows to existing records. Currently, it is necessary to clear all 3 date-related fields (Length of Study, From Date, To Date) and failing to do so produces validation errors.

This bug occurs either when users create a new I-20 for a returning student, or process a change of level.

The same issue exists on the DS-2019 form. In both cases the validation of "From Date" is not considering an unsaved change to the "To Date".

ERROR
-----------------------
Dialog: To date (YYYY-MM-DD) must be Greater Than or Equal to From Date

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add row to I-20 page.
2. Edit From Date to a date in the future. As the From Date is now greater than the To Date, a delivered error msg appears ("To date (YYYY-MM-DD) must be Greater Than or Equal to From Date...") This is accurate at this point, but inconvenient for the process. It’s natural for users to change the From Date first when updating a record.
3. Edit the To Date to an appropriate date in the future. The identical error message appears again. Even though the user edited the To Date , the old To Date still displays on the error message.
4. Even though the dates look fine, when you go to save the page, the identical error displays again.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot edit the I20 From and To dates without errors.
