The issue can be reproduced at will with the following steps:

1. Navigate to Main Menu > Set Up HRMS > Security > User Maintenance >
Create Manager Users and Sec.
2. Run HR_PER510 (Success)
3. Run HR_PER510_CI (Success)
4. Run PER510.SQR (Success)

deleted Manager id HXSSMGR02 from 2 departments

6. Run HR_PER510 (Success)
7. Run HR_PER510_CI (No Success)
