E-COB: COBOL Linking Process / psrun.mak Fails with Error -> cob64: can not execute program "cc" (Doc ID 2067998.1)

Sample Environment:
------------------

PeopleTools 8.54.10,
Red Hat Enterprise Linux Server release 6.7 (Santiago)
FSCM Test environment
Compiler is Server Express 5.1 WrapPack 11

Issue:
--------
The site rep is working with a FSCM Test environment. The cobol compile is successful but the $PS_HOME/setup/psrun.mak script / link process fails with the following error in psrun.err file.

Error:

cob64: can not execute program "cc".

Impact:
-----------
The PSFT application relies on cobol processes to provide application functionality. The cobols need to be compiled and linked, before cobol processes can be run and currently the cobol linking is failing, thus none of the cobols can be run.
