E-PTF: Could not open registry error received when there is blank User and Password on Execution Options (Doc ID 2068109.1)

Symptoms

On :  8.54 version, PeopleTools Test Framework (PTF)

Error Statement = Could not open registry while executing test recorded into PTF tool.

People Tools version = 8.54.12
Internet Explorer Version = IE 11

Could not open registry

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Make id/password fields blank in Execution Option.
2. Check all navigation steps are as active.
3. Save changes to script.
4. Press execute button of script.

The issue has the following business impact: Due to this issue, users cannot continue using PTF
