Service Timeout When Using SCC_SUBMITCONST Web Service

User experiences a service timeout issue when trying to modify and resubmit the SCC_SUBMITCONST web service XML using the Service Tester with the following steps:

1) Navigate to Self Service > AWS Service Tester. Select service SCC_USERREG and Service Operation SCC_USERREG_CREATEACCT.
2) Enter User ID and Password, as well as existing EmplID, which assigns a SCC_TEMP_ID.
3) Use the temp ID obtained in the previous step and grant that user PeopleSoft Administrator role to allow them to use and submit in Service Tester.
4) Log out and log back in as the new user (using the account and password set up in the Create Account).
5) Navigate to Self Service > AWS Service Tester. Select service SCC_CONSTITUENT and service operation SCC_SUBMITCONST. Submit the first request for SCC_SUBMITCONST.
6) The response assigns an emplid.
7) Modify the XML to change the name slightly, insert EMPLID and submit the xml again.

Expect a user to be able to use service operation SCC_SUBMITCONST_REQ to update a name without hesitation.

The issue has the following business impact:
Due to this issue, users cannot utilize SCC_SUBMITCONST_REQ as expected.
