Issue:

User gets the following error when accessing the Allocation Step from the Allocation Group page
Steps to Replicate:
---------------------
1. Navigate to Allocations > Define and Perform Allocation > Define Allocation Group
2. Search for an available Allocation Group
3. Access the Allocation Step by clicking the link "Update/Create" link available next to each step
Error:

'You are not authorized to access this component. (40,20)'
You have not been granted security authorization for the component you are attempting to access.
You may have access to the designated component and page, but not the specified action mode
(such as Correction or Update/Display). Contact you system administrator.'
