Symptoms

ISSUE 
---------------
Performance issues with prompting lookup on commitment control Activity Log page.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Commitment Control > Review Budget Activities > Activity Log
2. It takes long time in filling up following fields by Prompting lookup selection
    - Transaction Type
    - Voucher Id
