“No Matching Buffer” error on Transaction Configuration page (Doc ID 2070478.1)

After applying PI 13, getting "no matching buffer" error when navigating to Enterprise Components > Approvals > Approvals > Transaction Configuration. 

Steps to reproduce the issue:
