EMM: Actual Time Cannot be in the Future Prevents Work Order Save (Doc ID 2070780.1)

In release 9.2, PUM Image 11, production, users in Japan try to enter a Work Oder (WO). They enter the Actual start date and time, but get the following error:

Actual Time cannot be in Future
Business Impact:
We have several users in different countries are unable to enter their actual times.

Steps to replicate:
1. Set My personalizations to the local time zone.
2. Go to Maintenance Management (MM), Work Order management, Work Order. I am at CST and my current time is 11:49 6/10/2015 and Japan time is 1:49 AM 6/11/2015.I gave the actual start time as 6/10/2015 5:01 PM and pressed the SAVE button. It saved fine. But if I give the actual start as 6/11/2015 1:01 AM the system throws the error:

Actual Time cannot be in Future
