ETL9.2: ECD does not Reset when Already Approved Row is Changed and Deleted (Doc ID 2070931.1)

Symptoms

The issue reported is the ecd  does not change when the approval in process row is deleted on timesheet.
The ecd still remains in future date.

Expected results:

The ecd should change when the row with approval in process status is deleted.

1. Timesheet is approved status.
2. ECD is update.
3. Execute TL_TIMEADMIN
4. Payable is create.
5. User Change data in timesheet Approved then Timesheet change status to Need Approve
6. ECD not  update.
7 Execute TL_TIMADMIN
8. Not effect in payable
9 User delete date in timesheet
10. ECD not update
7 Execute TL_TIMADMIN
8. Not effect in payable
