E-SQR: SQR Selecting/Inserting NULL Date Fails "Fractional second precision..." or "SQR 1308" Errors on SQL Server 2012/2014

On : PeopleTools 8.54 version, SQR (for MSS platform specifically)

SQR programs which select NULL DATE values from one table and attempt to directly insert the NULL into another table and DATE field fails with an error. This same SQR SQL code worked in prior releases of PeopleTools.
SQR 5528) ODBC SQL dbexec: SQLExecute error 0 in cursor 9:
[Microsoft][SQL Server Native Client 11.0]Datetime field overflow. Fractional second precision exceeds the scale specified in the parameter binding.




(SQR 1308) BNDCUR: Could not bind column 1.

SQR for PeopleSoft: Program Aborting.

The issue can be reproduced with the following steps:
1. Submit SQR program which runs affected code on Microsoft SQL Server 2012/2014.
2. Observe error in respective ".out" file.
