PS Alert email is not received

When testing PeopleSoft Alert located at Enterprise Components>Events & Notifications > Alerts, getting error in EOEN_MSG_CHNL, even though App Engine EOEN_ALERT is ran to success, the email is not received.

Replication steps:
1)  On Image 14, setup an alert for the email to send out
2)  Run app engine EOEN_ALERT from Enterprise Components> Events & Notifications > Alerts> Run Alerts
3)  Check the EOEN_MSG_CHNL and there is error with the message.
