eBenefits-OE Error On Step Submit Benefit Choices When Employee Has Active (valid) Life Event

When an employee has an open, incomplete Life Event, an error message is generated when trying to process elections in Open Enrollment.
The issue can be reproduced at will with the following steps:
1. Log in as an employee and begin a Live Event but don't take it to completion.
2. Run Open Enrollment as the Benefits Administrator.
3. Log in as employee, elect coverage in OE and attempt to submit elections.
4. The error messages are generated when trying to submit the Open Enrollment benefits elections:
SecurityException: You do not have access to Activity Guide Instance ''. (263,90)
