Requisition Change Template - Track Changes and Update PO are not Available at the REQ_LN_DISTRIB Level. (Doc ID 2076618.1)

Symptoms

Need to be able to create a Requisition Change Orders to the Distribution Chartfields and have that update the purchase order.  Why are the Track Changes and Update PO options not available on the Requisition Change Template?


The issue can be reproduced at will with the following steps:
1. Create a requisition and source to a PO.
2. Receive part of the PO and voucher the receipt.
3. Attempt to change the requisition distribution chartfields but cannot. The chartfields are gray. And chartfield changes do not make change orders on purchase orders.
