Cannot Change Alignment for Goal Copied from Another Document (Doc ID 2077072.1)

Create a 2016 performance document and copy a goal from 2015 document using the same document type and template. When the user wants to edit that goal, the description, status, due date are all modifiable but the alignment is not.


The issue can be reproduced at will with the following steps:
1. Create a Performance document for 2016
2. Copy the goal from the performance document 2015
3. Edit that goal


The logic that was fixed in this bug is to blank out the alignment information during the copy-item when the Bus Objective Plans are different.
With the fix, when you copy items between Obj Plans, the item will come into the ePerformance document with NO alignment, but with the ability to set the alignment on the edit-items page.
