Goal

Account Locked Users are allowed as inserted approver in Requisition Approval workflow

Steps to Reproduce the Issue:
1) During the requisition approval process, the user wants to insert additional approver in the approval flow.
2) Mistakenly, they entered an Invalid User ID(Account Locked) and submitted for the approval.
3) As this users are no long active in the system, we are receiving large number of request from the user to change the inserted approver.

Actual Result: Requisition get saved with Account Locked Approver
