Manager Self Service Request Reporting Change: Approval Chain Comments in Wrong Place (Appearance) (Doc ID 2078878.1)

Symptoms

When submitting a MSS Reporting Change, the Approval Chain Comments show the user comments above the user profile information when expanding "View/ Hide Comments".  Comments and user profile information is reversed in Approval Chain diagram.

The issue can be reproduced at will with the following steps:
1. Login as Manager
2. Navigate: Main Menu > Manager Self Service > Request Reporting Change
3. Enter New Supervisor Information
4. Add Comments to Display in Approval Status Monitor Comments
5. Submit Transaction
6. On Submission Confirmation, View the Approval Status Monitor
7. Click "View/ Hide Comments" to Expand Comments
8. The Comments are Displayed in Bold above the User Profile Information
9. The Placement of the User Profile Should Information Should be in Bold Above and Comments Not in Bold
