EPC- PC_PRICING WITH REPRICE NOT CONVERTING CURRENCY WITH CORRECT EXCHANGE RATE (Doc ID 2079406.1)

Symptoms

PC_PRICING with RePrice not converting currency with correct exchange rate

Setup:
Employee setup in a CAD Business Unit and Employee Bill Rate setup in CAD
Timesheet and codes hours to a USD based project that is setup under a different Business Unit.
Set Rate Set that uses the 'EBI' Rate Option to create 'BIL' rows from the 'TLX' rows. on that rate set, we have set the 'To Currency' to be 'USD on the Target.

Replication steps:
1. Add time in time and expense
2. Run the PC_EX_TO_PC process, it kicks off the PC_PRICING process. It creates the TLX row in PROJ_RESOURCE. It also creates the 'BIL' row correctly. If the employee charged 8 hours, the calculation looks like this: 8 hours X employee bill rate of $445.00 CAD / hour = $3,560.00 CAD. Now currency convert the CAD to USD. $3,560 CAD / 1.27 = $2,803.15 USD.
$2,803.15 USD is inserted into PROJ_RESOURCE as the BIL row in the Foreign Amount. Since USD is the currency of the Project, that same amount is populated in the Resource_Amount as well. Up to this point, everything is perfect.
3. Change the rate in employee rate
4. Run PC_PRICING withreprice--> This time the program does not do the Currency Conversion. It does this: 8 hours X employee bill rate of $450.00 CAD / hour = $3,600.00 CAD. Now currency convert the CAD to USD. $3,600 CAD / 1 = $3,600.00 USD. It uses an exchange rate of 1.000 to convert CAD to USD.
