E-SEC: USER_PROFILE does not Sync the PS_ROLEXLATOPR Table (Doc ID 2079952.1)

Symptoms

ISSUE STATEMENT
----------------------------
PS_ROLEXLATOPR does not sync between two environments when using the USER_PROFILE message.

When creating users in the publishing environment, the data does not get inserted in the PS_ROLEXLATOPR table on the subscribing database.XLATOPR was not in sync. We tried to submit the USER_PROFILE message and it failed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Creating a user in publishing environment, HR (adding email address and unchecking the email user checkbox)
2. Check the target database, ELM PS_ROLEXLATOPR table
3. Row does NOT get created in the ELM database:

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, the table PS_ROLEXLATOPR isn't updated.
