E-PORTAL: Sync Collection Security Gives User-Defined Folders 'Public' Access in Navigation Collections (Doc ID 2080176.1)

Symptoms

When building Navigation Collections with “User Defined Folders”, the Security on the folders get set to ‘Public’. This results in empty folders appearing to everyone even though they do not have access to Content References inside that User Defined Folder.

STEPS

The issue can be reproduced with the following steps:
1. Build a navigation collection pagelet or page with a 'User Defined Folder'
2. Publish Collections with 'Allow Collection Sync' option
3. Navigate to PeopleTools > Portal > Portal Utilities > Sync Collections Security and run Collection Sync.
4. Test to confirm the folders have the security applied. Navigate to Structure & Content and then Root > Portal Objects > Navigation Collections; select the Navigation Collection you just created. Edit the User Defined Folder to if the Security was applied. One will see that Security is set to 'Public' instead of the security from the Content References inside.
