Unable to disburse PLUS loans due to issue with PLUS loan credit eligibility being incorrectly set to Credit Denied (Doc ID 2080503.1)

Symptoms

PLUS Loan Credit Eligibility incorrectly displays "Credit Denied" on the Application Misc Data page however COD has no record of the denial. Also, the Credit
Requirements Met = Yes, so data is inconsistent.  Users can no longer override credit status, so these loans get stuck and cannot be disbursed.
