ACTUAL BEHAVIOR
---------------
Minimum wage adjustment not being created for some employees

Given two employees both working the entire week as tipped employees at $2.25/hour.

Employee A is in jobcode 2208 in Job data, which has Tipped = Direct setup on the jobcode table.
Employee B is in jobcode 2205 in Job data, which has Tipped = Not Tipped on the jobcode table.

Pay calc for employee A is creating a minimum wage adjustment
Pay calc for employee B is not creating a minimum wage adjustment for the exact same earning setup AND the jobcode is being overridden on the Payline to 2208.

If I reclassify Employee B in job data to jobcode 2208, then the MWA calculates.

EXPECTED BEHAVIOR
-----------------------
Changing Jobcode on payline to a tipped jobcode would cause MWA to occur.
STEPS

2. Change the jobcode on payline to a jobcode that has Tipped = Direct

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot have the minimum wage adjustment occur.
