E-AD: Alter Script not moving the Tablespace when Building the Record (Doc ID 2081259.1)

Symptoms

If the tablespace of a record is updated after the record had already been built, then Altering the record afterwards continues to use the old tablespace instead of moving to the new one specified, even with option "Alter even if no changes".

The issue can be reproduced with the following steps:
1. Create a Custom Record
2. Build the record with a tablespace with default platform
3. Change the tablespace to something else and Build the record with Alter
4. The new script still shows as old tablespace.

This used to work in early 8.52 and 8.53 patches.
