EAP WTHD15: Step AP_WTHDRPT.MAIN.00013 not being updated when applying the 1099 Update for 2015 (Doc ID 2081838.1)

Symptoms

SCENARIO 1
Applied the 1099 Update for 2015 manually using Datamover.  Did not use Change Assistant.

When running the Compare Reports between the Source (Database with 2015 fix applied) and the Target (Database with the 2014 fix applied), it showed that Application Engine Step AP_WTHDRPT.MAIN.00013 was Absent from both the Source and Target databases.

Able to see Step AP_WTHDRPT.MAIN.00013 within the 2015 1099 Project but the Step would not copy over to the Test database. 

Step AP_WTHDRPT.MAIN.00013 did not exist in the Production database, which had the 1099 Update for 2014 applied.

STEPS
1. Apply the 1099 Update for 2015 without using Change Assistant
2. Run the Compare Reports
3. Step AP_WTHDRPT.MAIN.00013 is missing from the Source and Target databases

SCENARIO 2
Applied the 1099 Update for 2015 manually, without using Change Assistance.

When doing a Copy from File from Application Designer, error is received.

ERROR
App. Engine SQL Definition name AP_WTHDRPT MAIN 00013 S.1 not copied, parent definition not exist

Step AP_WTHDRPT.MAIN.00013 did not exist in the Production database.

STEPS
1. Apply the 1099 Update for 2015 without using Change Assistant
2. Do a Copy from File from Application Designer
3. Above error occurs
