EGL: Excel to Component Interface Does Not Validate Rate Type When Loading Market Rate

Symptoms
When importing rate information using Excel to CI, if including a Rate type (RT_TYPE) that does not exist, system allows the Rate type entry to be loaded into PS_RT_RATE_TBL.
ExceltoCI should give an error message, the row should not be loaded because the Rate type is not valid.
The issue can be reproduced at will with the following steps:
1. Load the MARKET RATES component interface to ExceltoCI2007.
2. Fill in the data input Template including and action type as create
3. Put a RT_TYPE that does not exist
4. Load new Rate information
