ACTUAL BEHAVIOR
---------------
MARKET Rates Component interface Rate Type invalid

When the customer imports information using Excel to CI, they are including a Rate type (RT_TYPE) that does not exist. The entry allows the Rate type to be loaded into PS_RT_RATE_TBL.


EXPECTED BEHAVIOR
-----------------------
When the customer imports new rates using Excel to CI they are including a Rate type (RT_TYPE) that does not exist. Next the ExceltoCI should give an error message, the row cannot be loaded because the Rate type is not valid.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Load the MARKET RATES component interface to ExceltoCI2007.
2) Fill in the data input Template including and action type as create
3) Put a RT_TYPE that does not exist
4) Load new Rate info

BUSINESS IMPACT

The issue has the following business impact:
Users are Creating bad/False Rate Types during the Excel to IC Market rate Upload
